Action Logement loan 2026: €30,000 at 1%

Action Logement home-purchase loan: up to €30,000, 1% fixed rate, 25 years max, no arrangement fee. Private-sector employees, 2026 income caps.

In short

Action Logement’s prêt accession (home-purchase loan) lends €30,000 at most, at a 1% fixed rate excluding insurance, over a term of your choice up to 25 years (actionlogement.fr). There is no arrangement fee. It is reserved for employees of a private, non-agricultural company with 10 or more employees (agricultural employees have the Agri-Accession loan, up to €25,000), subject to income caps, and mainly finances new homes, social home ownership schemes (PSLA, bail réel solidaire) and buying a social housing (HLM) home. Except in these last two cases, it cannot exceed 40% of the cost of the transaction (Action Logement FAQ).

Who is eligible?

Action Logement sets four conditions on its home-purchase loan page:

  1. Be an employee of a private, non-agricultural company with 10 or more employees. The FAQ specifies that the company does not need to pay contributions to Action Logement, provided it is French and has at least 10 employees. According to the ANIL (the national housing information agency), early retirees of these companies are also covered.
  2. Stay within the income caps (see below).
  3. Be buying your main residence for the first time, or not have owned one in the last 10 years.
  4. Repay early any outstanding Action Logement loans linked to the previous main residence, including the Loca-Pass advance.

One loan per household. A couple who are both private-sector employees get only one loan per purchase project (FAQ). Buying through an SCI (société civile immobilière, a property-holding company) is excluded, as the loan is reserved for natural persons.

The rate is fixed, but can be adjusted for new loans. The 1% rate has applied since 1 September 2023. Action Logement Services can change it if market conditions require; once the contract is signed, the rate no longer changes (actionlogement.fr).

Official example. For €30,000 over 25 years at 1%, with the death, total and irreversible loss of autonomy and temporary total incapacity insurance (décès-PTIA-ITT) offered by Action Logement for a 35-year-old borrower: 300 monthly payments of €117.23, including €4.17 of insurance, an APR (TAEG) of 1.31% and a total amount payable of €35,169. The total cost of the insurance is €1,251 and its annual effective insurance rate (TAEA) is 0.31% (example as at 1 July 2025, actionlogement.fr).

The notary’s fees can be financed. Asked whether they can be included in the loan, the FAQ says yes: the total cost of the transaction includes the fees linked to the purchase.

Which homes can be financed?

The home-purchase loan currently finances:

  • buying or building a new home, including the land for a self-build (land on its own is not covered);
  • secure social home ownership: PSLA (prêt social location-accession, a rent-to-buy scheme, at the time the purchase option is exercised), bail réel solidaire (a lease separating the land from the home, which keeps the price down) and purchases at a controlled price;
  • buying an older home sold by an organisme HLM (social housing body).

The home must meet an energy condition: the thermal regulations applicable to new builds or, for an older HLM home, a DPE (energy performance rating) between A and E (FAQ). The property must be in mainland France, Corsica, the overseas departments and regions (DROM) or Saint-Martin.

What is excluded. The FAQ mentions in particular the soulte (balancing payment) paid to a former spouse, bare ownership and buying with a view to retirement. If the home is sold, the loan must be repaid early.

2026 income caps

The caps are compared with the household’s revenu fiscal de référence (reference taxable income) for year N-2: in 2026, the one on the tax notice issued in 2025 for 2024 income. They have applied since 10 March 2026.

Combining it with other loans, and how to apply

Combining. The home-purchase loan can be combined, under conditions, with other schemes, including the PTZ (interest-free loan), and with an Action Logement works loan after the deed is signed (FAQ). It does not necessarily have to top up a bank loan: it can accompany a deposit alone, up to 40% of the cost of the transaction, and the main loan can even be smaller than the home-purchase loan.

Applying. Applications are made online only, on Action Logement’s home-purchase platform. The complete file must arrive at least 30 working days before signing at the notary’s (actionlogement.fr). The loan is granted within the limit of the annual budget set by the regulations, subject to the approval of Action Logement Services and, where applicable, the employer.

FAQ

Is the Action Logement loan still at 1% in 2026?

Yes. The home-purchase loan page shows a fixed rate of 1% excluding insurance, in force since 1 September 2023, with a maximum amount of €30,000.

Can the Action Logement loan be used to buy an older home?

Only for a home sold by a social housing body, with a DPE between A and E. An older home bought from a private seller cannot be financed.

Do I need a deposit?

No. Action Logement’s FAQ states that the loan can be granted without a deposit. See our page on the apport personnel (deposit).

My company has 8 employees: am I eligible?

No. The threshold set by Action Logement is 10 or more employees, in the private, non-agricultural sector.

Are there arrangement fees?

No, the home-purchase loan is granted without an arrangement fee. The insurance, compulsory for a purchase or a build, has a cost, but it can be changed at any time thanks to the loi Lemoine (Lemoine Act on borrower insurance).

Which professional to consult

The courtier en crédit (mortgage broker) combines the Action Logement loan with the main loan and the PTZ while keeping within the 35% debt-to-income ratio (taux d’effort) set by the HCSF (see our guide to borrowing capacity). The signing date at the notaire (notary) sets the timetable: the Action Logement file must be complete at least 30 working days beforehand. For a self-build, the géomètre-expert (chartered land surveyor) marks out the land included in the transaction.
