In short
Since 1 January 2025, all copropriétés (co-owned buildings) more than 15 years old in mainland France must have a projet de plan pluriannuel de travaux (PPT, draft multi-year works plan). The timetable was phased in: more than 200 lots in 2023, 51 to 200 lots in 2024, fewer than 51 lots in 2025 (ANIL, the national housing information agency). The PPT lists the works to be carried out over 10 years. How it is drawn up is voted by the simple majority of article 24, and its adoption by the absolute majority of article 25 (service-public.gouv.fr). Once the plan is adopted, the fonds de travaux (works fund) must receive at least 2.5% of the amount of the planned works and at least 5% of the annual budget (ANIL). As for grants, MaPrimeRénov’ Copropriété funds 30% of the works for an energy gain of 35% and 45% for a gain of 50%, up to €25,000 of works per dwelling (France Rénov’).
Preliminary surveys: collective DPE and DTG
Collective DPE (DPE collectif, building-wide energy performance certificate). It is required for copropriétés whose building permit was applied for before 1 January 2013 (ANIL):
| Size of the copropriété | Collective DPE compulsory since |
|---|---|
| More than 200 lots | 1 January 2024 |
| 51 to 200 lots | 1 January 2025 |
| 50 lots or fewer | 1 January 2026 |
| Overseas (DROM) | 1 January 2028 |
The syndic (building manager) must put the choice of provider on the agenda of the assemblée générale (owners’ general meeting), after competitive tendering (ANIL).
Diagnostic technique global (DTG, overall technical survey). Compulsory since 2017 when a building more than ten years old is placed under co-ownership. In other copropriétés, the syndic must put the question of carrying one out on the agenda (ANIL). It analyses the visible condition of the common parts, the syndicat’s (owners’ association’s) position with regard to its obligations and the list of works needed over ten years, with their cost. The decision to commission a DTG is voted by the simple majority of article 24 (service-public.gouv.fr).
The draft multi-year works plan
The obligation applies to copropriétés more than 15 years old (ANIL). The draft PPT includes in particular the list of works needed to preserve the building, save energy and reduce greenhouse gas emissions. It also gives an estimate of the performance achieved, a rough cost estimate and a ten-year schedule (ANIL).
| Copropriété (lots used as homes, offices or shops) | Draft PPT compulsory since |
|---|---|
| More than 200 lots | 1 January 2023 |
| 51 to 200 lots | 1 January 2024 |
| Fewer than 51 lots | 1 January 2025 |
| Guadeloupe, French Guiana, Martinique, La Réunion, Mayotte | 1 January 2028 |
Exemption: a copropriété whose DTG concludes that no works are needed within ten years does not have to draw up a draft PPT for as long as the survey remains valid (ANIL).
Who votes on what at the general meeting
| Decision | Majority |
|---|---|
| Commissioning a DTG and choosing how it is carried out | Article 24 (simple majority) |
| How the draft PPT is drawn up | Article 24 |
| Adopting all or part of the draft PPT | Article 25 (absolute majority) |
| Energy-saving or greenhouse gas reduction works, including works of collective interest on private parts | Article 25 |
| Increasing the works fund contribution without a PPT | Article 25 |

The two majorities. Article 24 is calculated on the votes cast by co-owners present, represented or voting by post; abstentions do not count. Article 25 requires a majority of the votes of all co-owners, including those absent (service-public.gouv.fr).
The bridge. If a resolution falling under article 25 obtains at least one third of the votes, a second vote may be held by the article 24 majority. For energy-saving works that did not reach this third, a new meeting called within 3 months on an identical proposal may decide by the article 24 majority (service-public.gouv.fr).
After the vote, it is the syndic who signs the contract with the firm, oversees the works and attends the handover (ANIL). The meeting sets the amount above which competitive tendering between firms is compulsory.
MaPrimeRénov’ Copropriété
Conditions (France Rénov’):
- at least 65% main residences for 20 lots or fewer, 75% above that;
- building constructed at least 15 years ago;
- copropriété registered and up to date on the national register;
- energy gain of at least 35%;
- RGE (reconnu garant de l’environnement, environmentally certified) firms, support from an AMO (assistance à maîtrise d’ouvrage, project-management adviser) compulsory, maîtrise d’œuvre (project management by a designer) compulsory above €100,000 of works;
- a prior DTG or energy audit.
| Item | Amount |
|---|---|
| Energy gain of 35% | 30% of works |
| Energy gain of 50% | 45% of works |
| Cap | €25,000 of works per dwelling |
| Bonus for leaving “energy sieve” status (F or G to at least D) | + 10% |
| Bonus for a “fragile” copropriété (arrears of at least 8% of the N-2 budget) | + 20% |
| Individual grant, modest / very modest household | €1,500 / €3,000 |
| AMO | 50%, capped at €600 excl. VAT per dwelling (more than 20 dwellings) or €1,000 excl. VAT (20 or fewer), floor of €3,000 |
The syndic files a single application, receives the grant and distributes it according to the tantièmes (ownership shares). A gas boiler is not funded, except for works voted before 30 June 2025 with an application filed before 30 September 2025. A pilot scheme targets small copropriétés (20 residential lots at most), with a required gain of 15% (France Rénov’).
CEE grants. The Coup de pouce “Rénovation performante de bâtiment résidentiel collectif” (high-performance renovation of a multi-occupancy residential building, sheet BAR-TH-177), funded by certificats d’économies d’énergie (energy saving certificates), can also be used: it requires an energy gain of at least 35% and was extended by the arrêté (ministerial order) of 7 January 2026 for operations started since 17 January 2026. The owners’ association is the beneficiary (Ministry for Ecological Transition).
FAQ
Does our 30-lot copropriété need a PPT?
Yes, if it is more than 15 years old: the obligation has applied since 1 January 2025 to copropriétés of fewer than 51 lots (ANIL).
Does adopting the draft PPT mean the works must be carried out?
ANIL states that, if it is adopted, the co-owners undertake to carry out the recommended works. Each project is then put to a vote.
What majority is needed to insulate the facade?
Article 25, like all energy-saving works, with the possibility of a second vote under article 24 (service-public.gouv.fr).
Can I combine MaPrimeRénov’ Copropriété with MaPrimeRénov’ for my flat?
Yes, for works in your own home in addition to those of the copropriété (France Rénov’).
Who files the grant application?
Only the copropriété’s legal representative: professional or volunteer syndic, or provisional administrator (France Rénov’).
Which professional to consult
The collective DPE and surveys of the common parts are carried out by a certified diagnostiqueur (property surveyor). If you are buying a lot, the agent immobilier (estate agent) and the notaire (notary) help you gather the PPT and the minutes of general meetings, which announce upcoming works. To finance a share of works, a courtier en crédit (mortgage broker) can compare solutions.
