Buying a home in Navi Mumbai: stamp duty, loan, prices

On a ₹50 lakh home in Navi Mumbai, stamp duty comes to at least ₹2,50,000 under Maharashtra rates in force since 7 September 2017.

Data as of 14 October 2026

MahaRERA, the Maharashtra Real Estate Regulatory Authority, is the register to open before any money moves on a Navi Mumbai flat. The duty follows.

Navi Mumbai Municipal Corporation limits mean 5 per cent. Gram Panchayat land pays 4 per cent, which does not describe this city. The Annual Statement of Rates is the valuation list used, and the rates date from 7 September 2017.

Registration goes through the Registration and Stamps Department, Maharashtra. It carries a registration fee as well, yet that fee is missing from the page because its schedule was unreadable at source. The result: ₹2,50,000 and ₹5,00,000 are minimums, and the final bill will be higher.

The state publishes subsidy numbers for PMAY-Urban, not figures for this city. Maharashtra has 14,04,013 sanctioned, 11,02,917 completed and 10,37,651 occupied houses as of 28 September 2026.

Lending conditions come last. A bank may finance at most 80%, and August 2026 saw new housing loans averaging 7.61%.

Thane, Panvel, Mumbai, Pune and Kalyan-Dombivli have separate pages, with the same state rates.

Navi Mumbai against the rest of India

Neither the NHB press release nor the list of the RBI's 18 cities carries Navi Mumbai, so Payotte has no price movement to report for it, and gives none rather than borrowing another city's.

Maharashtra charges stamp duty of 5% of the Annual Statement of Rates (ready reckoner) in a Municipal Corporation area (4% in a Gram Panchayat). On a ₹50 lakh home that is ₹2,50,000, joint 4th of the seven whose rates Payotte reads, level with Chandigarh, Odisha and Uttarakhand.

Navi Mumbai lies at 19.0°N, 73.0°E. Panvel, 10 km to the south-east, is practically next door, then Mumbai (15 km, west) and Thane (20 km, north), as the crow flies. Nine cities in all lie within 150 km (Panvel, Mumbai, Thane, Kalyan-Dombivli, Mira-Bhayandar, Vasai-Virar, Pimpri-Chinchwad, Pune and Nashik). The farthest is Guwahati, 2,075 km away. The closest city with a RESIDEX figure is Mumbai, 15 km away, at +6.2%: a neighbour's number, not Navi Mumbai's own.

Maharashtra has ten other cities on Payotte: Kalyan-Dombivli, Mira-Bhayandar, Mumbai, Nagpur, Nashik, Panvel, Pimpri-Chinchwad, Pune, Thane and Vasai-Virar. Mumbai (+6.2%), Pune (+3.7%) and Kalyan-Dombivli (-1.7%) are the ones with a RESIDEX figure.
