An owner can file a review request (demande de révision) alone. A chartered appraiser (évaluateur agréé, É.A.) becomes useful when the stakes are high: plexes and income properties, values in the millions, complex defects, and above all a TAQ appeal, where the owner must prove the value and an expert report must be sent 30 days before the hearing.
The situations where it makes the difference
- A TAQ appeal. The Tribunal administratif du Québec (TAQ) lists "the opinion of a property appraiser on the value of your land" (our translation) among the evidence, and the burden is on you.
- A plex or income property, where the value depends on income and expenses. See plexes and income properties.
- A high value: the potential savings justify the cost of the report.
- Defects that are hard to put a figure on: contamination, foundation, flood zone.
- Few comparable sales close to the reference date, as in rural areas.
Which title to check
In Quebec, the title is chartered appraiser (évaluateur agréé, É.A.), a member of the Ordre des évaluateurs agréés du Québec (OEAQ). The title can be checked with the Ordre. Elsewhere in Canada, look for the AACI or CRA designations of the Appraisal Institute of Canada.
