Complaint fees
The Municipal Government Act lets council set complaint fees (s. 481). The regulation caps them (Matters Relating to Assessment Complaints Regulation, Schedule 2). The fee must come with the complaint: alberta.ca says it must be received by the municipality when the complaint is filed. Without the fee, the complaint is invalid.
Calgary charges $50 for residential property with 3 or fewer dwellings and farm land, reduced to $40 if the complaint is received before January 31. A residential condominium counts as a single residential property. Fees are charged per roll number. Edmonton charges $50, $30 for a tax notice and $650 for the rest.

When fees are refunded
The law requires a refund if the board rules in the complainant’s favour (MGA, s. 481(2)), or if the Court of King’s Bench rules in their favour after an unfavourable board decision (s. 481(3)). Alberta.ca adds the case of a correction by the assessor, and the regulation the case of a withdrawal after an agreement to correct (MRAC, s. 12(2)).
Edmonton spells out the reverse: if you withdraw without an agreement, or if the board confirms the assessment, the fee is not refunded.
How to calculate the saving
In Alberta, tax is the assessment multiplied by the tax rate. The Municipal Affairs guide gives the formula: “Property Assessment x Tax rate = Taxes Payable.” Council sets the rate each year for each assessment class (MGA, s. 354), and the total also includes a provincial education portion. Use the total rate on your tax notice.
Saving = reduction in value × tax rate. Watch how the rate is written: Edmonton publishes decimal rates (0.0103637 for residential in 2026, municipal and education combined). Other documents use a mill rate, per $1,000 of value: divide it by 1,000 first.
Fictional example, to redo with your own numbers: a house assessed at $500,000, a reduction of $25,000, a fictional rate of 0.0100. The saving is $25,000 × 0.0100 = $250 for the year, against a $50 fee that is refunded if the value goes down. The 0.0100 rate is an example: use the one on your tax notice.
One difference from Quebec matters here: the decision applies to that year only. The Municipal Affairs guide says it does not apply to previous years or to the next assessment. Why your tax does not always drop by the same percentage
Assessments share the tax burden among owners. Calgary explains that a higher assessment does not raise your tax by the same amount: “Assessment is simply a distribution mechanism.” Edmonton adds that if your value changes like the city average, your tax changes like the average increase.
What matters for a complaint is your value compared with the market on July 1 and with similar properties. An assessment that rises with the market is not a ground in itself. To place your value, see municipal assessment vs market value.
