The property market, region by region

Italy's purchase taxes are national; what differs between regions is the market. Each table compares one measure across the 20.

A resale home bought from a private owner pays 9% registration tax (2% as a prima casa, at least €1,000) plus €100 of mortgage and cadastral taxes; a new home bought from a builder pays 10% VAT (4% as a prima casa) plus €600. On €300,000: €27,100, €6,100, €30,600 or €12,600. The table below compares the market across the 20 regions, since the rules are national; the data can be downloaded under CC BY 4.0.

Home sales, by region

How many homes were sold in each Italian region in 2024 and 2025 (provisional), the change, and the sales per 1,000 residents, from the OMI register. Most active market per resident: Aosta Valley, Liguria and Lombardy; least active: Calabria, Basilicata and Campania.
