These are Quebec rules. Before buying a hobby farm or land in Quebec's agricultural zone, check whether it is in the zone (CPTAQ's Déméter map) and whether a house is allowed there. Without CPTAQ authorization, you cannot use a lot for anything other than agriculture, subdivide it, or sell part of it while keeping an adjacent lot. A house is allowed only in specific cases: acquired rights, a farmer, 100 hectares or more, a recognized déstructuré island, or an authorization. An application costs $355 and generally takes 4 to 6 months.
Checking whether the land is in the agricultural zone
CPTAQ publishes the Déméter map, which lets you search by address, lot or file number. CPTAQ specifies that the 1:20,000 plans attached to the government decrees remain the official version of the zone's boundaries. For a written answer, it issues an attestation ($91.55).
A municipality cannot issue a building permit on a lot in the agricultural zone without a CPTAQ authorization or a notice of conformity. So also ask the municipality what it has already issued for that lot.

Building a house: the cases provided for
An acquired right survives the interruption or abandonment of a non-agricultural use, but it can end if the area is left under vegetation for more than a year (s. 102). To have a right recognized, you file a declaration with CPTAQ ($87.03) rather than an authorization application.

- The municipality has 60 days to review the application and make its recommendation.
