In short
Wallonia and Brussels each have a public body for social mortgage loans. In Wallonia, the Société wallonne du crédit social (SWCS), the Walloon social credit company, lends at a fixed rate to households whose taxable income does not exceed €81,700, for a property with a market value below €290,000 (€391,500 in a high-pressure property zone). In Brussels, the Fonds du Logement (Housing Fund) lends at a fixed rate, for a term of up to 30 years, with income ceilings ranging from €73,884 (single person, no dependants) to €94,034 (other household, no dependants). The amounts below are those shown on the official pages on 13 October 2026.
Why a social loan?
The Brussels Region’s website describes the Housing Fund’s loan as intended for buyers who cannot finance their project through a bank, for lack of sufficient income or deposit (own funds). According to notaire.be, the rate of social loans is “attractive” and varies according to the applicant’s income.
Wallonia: the SWCS loan
The SWCS mortgage loan (mortgage loan; “Accesspack” formula) lets you buy or build your home. It is granted by the SWCS, or by the Fonds du logement des familles nombreuses de Wallonie (FLW, the Walloon housing fund for large families) for larger families.
Who can benefit?
According to the wallonie.be page consulted on 13 October 2026:
- you are a single person, a single-parent family or a family with at most 2 dependent children (beyond that, the page refers you to the FLW);
- you are at least 18 years old and the loan must be repaid before your 76th birthday;
- you are domiciled in Belgium and you are not full owner of another home;
- your income is stable and does not exceed €81,700 of aggregate taxable income;
- you have sufficient financial capacity to repay.
Which property?
- The property is located in Wallonia and you occupy it personally for the whole term of the loan.
- Its market value is below €290,000, or €391,500 in a high-pressure property zone.
- It is fit for habitation, or must become so after works, and its roof is insulated or will be after works.
- The mortgage is taken in first rank.
Rate, term, formulas
The rate is fixed and adapted to the income category. The term ranges from 5 to 30 years. The page cites three formulas: the Accesspack (purchase and/or improvement works), the young person’s loan (annual reduction of 0.40% on the rate, depending on the income category) and the mixed loan (purchase, plus renovation works of up to €60,000). The page also mentions a 0.4% reduction for under-35s, without specifying how it combines with the young person’s loan: ask at the counter.
Mortgage life insurance (assurance solde restant dû; minimum 100%) and fire insurance are required, with a company approved by the FSMA. See the guide on mortgage life insurance.
The steps
- Make an appointment with an approved social credit counter for a simulation.
- Bring your identity card, your last three payslips or bank statements, your latest tax assessment notice (avertissement-extrait de rôle) and your household composition.
- Do not start works before the deed is signed at the notary’s.
The SWCS can be reached on 078/158.008 (contact@swcs.be).
Brussels: the Housing Fund loan
The Fonds du Logement de la Région de Bruxelles-Capitale (Housing Fund of the Brussels-Capital Region) offers a mortgage loan for a property located in the Brussels Region.
Income conditions
The Fund publishes taxable income ceilings (latest tax assessment notice), consulted on 13 October 2026:
| Dependants | Single or single parent | Any other household |
|---|---|---|
| 0 | €73,884 | €94,034 |
| 1 | €78,884 | €99,034 |
| 2 | €83,884 | €104,034 |
| 3 | €88,884 | €109,034 |
| 4 | €93,884 | €114,034 |
Beyond 4 dependants, these amounts are increased by €5,000 per additional person.
Other conditions
- Reside permanently in Belgium.
- Not own another property, in Belgium or abroad.
- The household occupies the whole dwelling, located in the Brussels-Capital Region.
The Fund’s page gives no maximum property value. According to be.brussels, the conditions cover the household’s eligible income and the maximum value of the dwelling: run the Fund’s simulation or contact it for the ceiling in force.
Rate and term
The rate is fixed, with constant or progressive monthly instalments (increase of 1% per year). According to the Fund’s page (fonds.brussels), the minimum rate depends on the family situation:
| Situation | Minimum rate | Maximum rate |
|---|---|---|
| 0 dependants | 4.35% | 5% |
| 1 dependant | 4.15% | 5% |
| 2 dependants (or all borrowers are under 40) | 3.95% | 5% |
| 3 or more dependants | 3.75% | 5% |
The maximum term is 30 years, with full repayment at the latest when the youngest borrower reaches 70. The amount depends on your repayment capacity. The loan can cover the price or the construction, certain works and the deed costs, and can reach, in some cases and if the Fund considers it justified, 120% of the value of the property. The page gives no minimum deposit percentage.
The be.brussels page, for its part, mentions fixed rates from 3.25% to 5% (instead of 3.75% to 5% according to the Fund for the most favourable profile). The two pages do not agree on the minimum rate: the rate you will be offered appears in the Fund’s offer.
Social credit companies
According to be.brussels, there are also social credit companies in Brussels, with the Region’s guarantee, which can grant loans at a reduced rate. Their income and value conditions are not detailed on that page: enquire with the Region or the Fund. Also check whether the Fund is currently processing new applications.
What it costs
The Fund states valuation fees of €324 and file fees of €60. These amounts are to be confirmed when you apply. For the costs of the purchase itself, see our tool to calculate your purchase costs and the guide on registration duties. To find out what you can borrow, see your borrowing capacity.
Which professional to consult
The approved social credit counter (Wallonia) or the Housing Fund (Brussels) runs the simulation and checks your conditions. A credit broker can compare with banks’ offers. The notary executes the purchase deed and the loan deed.
Frequently asked questions
Is a social loan at a fixed rate?
Yes, in both cases: the wallonie.be page states a fixed rate for the SWCS loan, and the Housing Fund offers a fixed rate.
Can I buy a property to let with a social loan?
No, in both cases the property must be occupied by the household (SWCS: “occupied personally”; Fund: the household occupies the whole dwelling).
Is the income taken into account gross?
Both bodies refer to taxable income, based on the latest tax assessment notice (Fund) or aggregate taxable income (SWCS).
Can a social loan be combined with owning another property?
No, you must not own another home: full owner for the SWCS, owner of another property in Belgium or abroad for the Fund.
Do the amounts change?
The figures in this guide date from 13 October 2026. Always use the body’s official simulation before making an offer on a property.
