First-time buyer programs in Wisconsin: WHEDA and Milwaukee

WHEDA's Easy Close loan covers up to 6% of the price; its $7,500 Capital Access loan is paused since Sept. 30, 2026. Milwaukee County income limits.

In short

Wisconsin’s housing finance agency, WHEDA, pairs a first mortgage with a second loan for up to 6% of the price (Easy Close). Its $7,500 Capital Access loan has been paused since September 30, 2026, per WHEDA’s lender update. In Milwaukee County, first-time buyers must earn at most $110,700 (1–2 people) or $127,305 (3 or more), per WHEDA’s limits table.

How do WHEDA programs work?

WHEDA is the state housing finance authority. Its pages say it cannot lend directly to consumers: you apply through an approved bank, credit union or mortgage company. Its two first mortgages, per its “Available Programs” page:

  • WHEDA Advantage Conventional: minimum credit score 620; 30-year fixed; single-family homes, condominiums, 2–4 units and double-wide manufactured homes; no borrower funds required except on 2–4 units (3% of the price and six months of reserves). First-time status is not required.
  • WHEDA Advantage FHA: minimum credit score 640; 30-year fixed; single-family homes, 2-unit homes and HUD-approved condominiums; a 3.5% minimum borrower investment, which either WHEDA down payment loan satisfies. First-time status is not required.

Both require the home to be your owner-occupied residence for the life of the loan, and your household must be under WHEDA’s income limit. First-time buyers must complete home buyer education before buying; a 2–4 unit purchase also needs landlord education. WHEDA warns that some reduced-rate options (first-time, veteran and target-area pricing) can trigger the federal recapture tax if you sell within nine years; ask the lender for details.

Capital Access is closed for now. WHEDA reopened it on a limited basis on January 15, 2026 with funds for 78 loans. Its lender update of September 9, 2026 said only 6 loans remained. On September 30, 2026, WHEDA announced that all funds were reserved and that loan registration was “unavailable” until more money arrives. It will tell lenders when the program reopens. Easy Close is a repayable loan, so it adds a monthly payment to your budget.

Example. On a $250,000 purchase, Easy Close can lend up to 6%, or $15,000. You would owe that amount back over 10 years, at the same rate as your first mortgage.

What are the income and price limits in Milwaukee County?

WHEDA’s table of “Total Household Compliance Income” limits, posted on its lender toolkit as current from June 13, 2026, shows for Milwaukee County (Waukesha, Ozaukee and Washington counties have the same figures):

Buyer type1–2 people3 or more
First-time buyer, non-target area$110,700$127,305
Designated target area (Milwaukee city tracts)$132,840$154,980
Capital Access (income limit, 4 people)$88,550

WHEDA’s purchase price limits for first-time buyers are $544,232 for one unit and $696,816 for 2–4 units, or $665,173 and $851,665 in target areas. The column headings in this PDF still read “Effective May 18, 2025”, so confirm the current figures with your lender. In target areas, applicants do not have to be first-time buyers; WHEDA’s list of designated census tracts includes many in the city of Milwaukee.

The separate Capital Access table (effective January 15, 2026) sets Milwaukee County at $62,000 for 1 person, $70,850 for 2 and $88,550 for 4, with a purchase price limit of $541,287 for one unit. It matters only if the program reopens.

What is WHEDA Way Home?

WHEDA Way Home is a first mortgage for people who pay their bills on time but do not fit a normal “credit box.” Per WHEDA’s page, it has no minimum credit score, no private mortgage insurance, a 45% maximum debt-to-income ratio and up to a $2,000 closing cost credit. WHEDA underwrites each file by hand. You must be a Wisconsin resident buying your first home, meet the first-time buyer income limits and show two years of stable income. The lender toolkit describes it as a pilot with a small number of lenders and limited funds.

What about mortgage credit certificates?

WHEDA’s Tax Advantage mortgage credit certificate (MCC) gave first-time buyers a federal tax credit. WHEDA announced that it would stop registering new MCCs on November 1, 2025, because it had limited volume cap, the federal limit on tax-exempt housing bonds. We found no notice that it has resumed.

Help in Milwaukee

The City of Milwaukee and Milwaukee County may run their own homebuyer programs. We have not been able to confirm their current amounts and rules from official pages, so we do not list them here; contact the city’s Department of City Development and Milwaukee County Housing directly. Our Milwaukee page lists the local numbers we could verify.

How to apply

  1. Find a WHEDA-approved lender (WHEDA publishes a lender list) and ask about the first mortgage and the down payment loan together.
  2. Complete the home buyer education course before you buy.
  3. Compare the offer with an FHA loan or a VA loan from other lenders; see our home-buying steps.
  4. Plan for closing costs in Wisconsin on top of the down payment.

Frequently asked questions

Do I have to be a first-time buyer for a WHEDA loan?

No. WHEDA says you do not need to be a first-time buyer for its Advantage Conventional and FHA loans. First-time status matters for the first-time buyer income limits, education and WHEDA Way Home.

Is Wisconsin down payment assistance free money?

Not in the programs we read. Easy Close is a 10-year loan with monthly payments. Capital Access is a 0% loan with no monthly payments, but it is paused.

Can I use Capital Access right now?

No. WHEDA’s September 30, 2026 lender update says loan registration is unavailable until more funds arrive. Ask your lender whether it has reopened.

What credit score do I need?

WHEDA Advantage requires 620 for the Conventional loan and 640 for the FHA loan. WHEDA Way Home has no minimum score but reviews your whole financial picture by hand.

Do income limits depend on household size?

Yes. WHEDA’s limits are higher for households of three or more, and they are set by county. Your lender calculates “compliance income” using WHEDA’s rules.
