In short
North Carolina’s housing agency (NCHFA) offers down payment help of up to 3% of the loan amount with its NC Home Advantage Mortgage, or $15,000 for first-time buyers and veterans. Households under 80% of area income can get up to $50,000. The City of Charlotte’s House Charlotte program lists up to $80,000, per the city’s homeownership page.
Who counts as a first-time buyer in North Carolina?
NCHFA treats you as a first-time buyer if you have not owned a home as your principal residence in the past three years. For the $15,000 option, military veterans and buyers in a targeted census tract also qualify. Many programs below do not require first-time status at all: the NC Home Advantage Mortgage is open to “first-time and move-up” buyers.
NC Home Advantage Mortgage
This is NCHFA’s main product: a 30-year fixed-rate loan, sold through participating lenders, with down payment assistance. According to NCHFA’s page, you may qualify if:
- you buy a home in North Carolina and move in within 60 days of closing;
- your annual qualifying income does not exceed $158,000;
- your credit score is 640 or higher (660 for manufactured homes);
- you use an FHA, USDA, VA or conventional loan from a participating lender.
Assistance is up to 3% of the loan amount. NCHFA says this program has no sales price limit beyond the loan type’s own guidelines. Eligible homes include single-family homes, townhouses, condominiums and duplexes.
NC 1st Home Advantage Down Payment: $15,000
First-time buyers, veterans and buyers in targeted tracts can add a flat $15,000. It is a 0%, deferred second mortgage. Like the 3% option, it is forgiven 20% per year at the end of years 11 through 15, with full forgiveness at the end of year 15. You repay it only if you sell, refinance or transfer the home before year 15. The minimum credit score is 640.
This option has county income limits, based on total family income. For Mecklenburg County, NCHFA’s spreadsheet for loans locked on or after June 15, 2026 lists $117,000 for 1–2 people and $135,000 for 3 or more, with a sales price limit of $525,000. NCHFA’s income-limits page still shows a $495,000 limit in its text; the dated spreadsheet is the more recent document, so confirm the figure with your lender.
Example. On a $300,000 loan, the 3% option gives up to $9,000. The $15,000 option is higher unless the loan exceeds $500,000.
Community Partners Loan Pool (CPLP): up to $50,000
For households earning no more than 80% of the county median income, NCHFA offers up to 25% of the sales price, capped at $50,000. It is a 0% subordinate loan combined with an NC Home Advantage Mortgage (or a USDA Section 502 Direct loan), and you apply through a participating nonprofit or local-government partner.
- It is not forgiven over time. It is due when you sell, cash-out refinance or stop living in the home, or at the end of the 30-year term.
- Buyers must complete six hours of homebuyer education and two hours of one-on-one counseling from a HUD-approved agency.
For Mecklenburg County, the 2026 HOME income limits (effective June 1, 2026) are $65,750 for one person, $75,150 for two, $84,550 for three and $93,900 for four. The sales price limit (effective December 1, 2025) is $371,000 for existing and newly built homes.
The Self-Help Loan Pool offers zero-interest shared mortgages for buyers who help build or rehab a Habitat for Humanity home.
House Charlotte (City of Charlotte)
The City of Charlotte’s homeownership page lists three tiers, all for first-time buyers, with a 30-year term and forgiveness at year 31:
| Tier | Income | Base | Match | Total |
|---|---|---|---|---|
| 1A | At or below 80% of median: $93,900 limit | Up to $30,000 | Up to $50,000 | Up to $80,000 |
| 1B | 80.01% to 110%: $129,150 limit | Up to $10,000 | Up to $20,000 | Up to $30,000 |
| 1B Exemption | Same as 1B | Up to $30,000 | None (waived) | Up to $30,000 |
The match is waived for City of Charlotte, Mecklenburg County and Charlotte-Mecklenburg Schools employees. The maximum sales price is $365,000 for new and existing homes. Funds can cover the down payment, closing costs and interest rate buy-downs. A nonprofit, DreamKey Partners, runs the program for the city (phone 704-705-3999). The page does not date its income limits and does not say how the match works. The city’s own video describes “up to thirty thousand dollars”, so ask the program for the current amount before you count on the full $80,000.

Frequently asked questions
Do I have to be a first-time buyer to get help in North Carolina?
No. The NC Home Advantage Mortgage and its down payment help are open to first-time and move-up buyers. First-time status (or veteran status, or a targeted tract) is required for the $15,000 option.
Is North Carolina down payment assistance free money?
Not exactly. NCHFA’s help is a 0% second loan that is forgiven 20% a year at the end of years 11 through 15. If you sell or refinance earlier, you repay it. CPLP is repaid at sale and is not forgiven.
What credit score do I need?
NCHFA lists a minimum score of 640 for the NC Home Advantage Mortgage and the $15,000 option, and 660 for manufactured homes. CPLP requires an approved mortgage meeting minimum credit rules set by the lender.
How much help can I get in Charlotte?
Beyond NCHFA, the City of Charlotte lists up to $80,000 through House Charlotte for first-time buyers at or below 80% of median income, with a $365,000 price cap. Confirm current terms with the program.
Do I need homebuyer education?
CPLP and Self-Help borrowers must complete six hours of education plus two hours of one-on-one counseling. The city page says House Charlotte involves an eight-hour course, per a participant’s account.
