In short
The New Jersey Housing and Mortgage Finance Agency (NJHMFA) offers up to $15,000 in down payment and closing cost help in Essex County, the county of Newark, as a no-interest loan forgiven after five years. First-generation buyers get $7,000 more, for $22,000, per NJHMFA’s June 2026 fact sheets. You apply through a participating lender.
Who counts as a first-time buyer?
NJHMFA treats you as a first-time homebuyer if you have not owned a home in the previous three years. Two groups do not need to meet that test, but must not own another primary residence at closing, according to the agency’s fact sheet:
- buyers of a home in an Urban Target Area (UTA);
- qualified veterans.
NJHMFA’s list of Urban Target Areas names Newark among its Essex County municipalities. The agency warns that entire municipalities may not be designated, so check the exact address with its Site Evaluator tool or ask a participating lender. Other basics: the home must be in New Jersey, you must move in within 60 days of closing, and you must meet credit and debt-to-income rules. You do not have to be a New Jersey resident to apply, but the FAQ says you must be a permanent legal resident of the U.S.
The Down Payment Assistance program (DPA)
The DPA covers down payment and closing costs. According to NJHMFA:
- the amount is up to $15,000, set by county: Essex is in the $15,000 group, and nine counties (Atlantic, Burlington, Camden, Cape May, Cumberland, Gloucester, Salem, Sussex, Warren) are at $10,000;
- it is a forgivable loan with no interest and no monthly payments, forgiven if you live in the home as your main residence for five years from closing and do not refinance or otherwise convey the first mortgage;
- you can use it only once;
- it may not pay costs customarily paid by the seller, or an appraisal shortfall;
- it must be paired with an NJHMFA first mortgage.
The First Generation Down Payment Assistance program adds $7,000 on the same terms, for a total of $17,000 to $22,000 depending on the county. A first-generation buyer is a first-time buyer whose parents or legal guardians own no residential property anywhere, or who has been in foster care in New Jersey. The agency’s page gives the full legal definition.
The first mortgages that carry the DPA
| Program | What it is | First-time status |
|---|---|---|
| First-Time Homebuyer Mortgage | 30-year fixed, FHA, VA or USDA loan | Required, except in a UTA or for qualified veterans |
| Homeward Bound | 30-year fixed, FHA, VA or USDA loan | Required |
| HFA Advantage | 30-year fixed conventional loan, lower-cost mortgage insurance, 620 minimum credit score | Required if you use the DPA |
NJHMFA’s sheets say lenders set current rates and terms; call a participating lender. The agency also runs a Police and Firemen’s Retirement System mortgage for active members with one year of service, with a maximum loan of $766,550 and no income or price limits, according to its homebuyer page.
Income and price limits for Essex County
NJHMFA’s First-Time Homebuyer limits took effect on June 17, 2026.
| Essex County | 1–2 person household | 3+ person household |
|---|---|---|
| Income limit, standard area | $138,400 | $159,160 |
| Income limit, Urban Target Area | $166,080 | $193,760 |
The maximum purchase price for a one-unit home in Essex County is $1,306,975 in a standard area and $1,597,413 in an Urban Target Area. The same sheet lists a two-unit cap of $1,673,445 and $2,045,321. Homeward Bound’s Essex limit is $166,080. For HFA Advantage, the July 2025 sheet lists $162,360 for Essex. Limits apply with or without the DPA, and the FHA or VA maximum loan prevails if it is lower.
How much help is that in Newark?
Take the 2024 median home value in Newark, $396,600 (see New Jersey home prices); it is an owners’ estimate, used here only as an illustration. An FHA loan needs a 3.5% down payment, which NJHMFA’s Homeward Bound sheet confirms. That is about $13,881, so a $15,000 DPA could cover it, with a little left for closing costs. A first-generation buyer’s $22,000 would leave about $8,100 for closing costs. Your lender sets the real figures, and see our guide to FHA loans for the loan itself.
Costs and trade-offs
The FAQ states a federal rule: during the first nine years, part of the gain on a sale is recaptured by the U.S. Treasury if the property and the borrower’s income have increased significantly. The DPA is forgiven only if you keep the home as your main residence for five years and do not refinance or otherwise convey the first mortgage, so selling or refinancing sooner means the loan is not forgiven.
Newark and Essex County programs
We could not read the City of Newark’s housing pages, because the city’s website refused automated access, so this article lists no city or county program. Ask the city’s housing department and the participating lender whether any local grant can be combined with NJHMFA’s.
How to apply
- Fill out NJHMFA’s form to be paired with up to three participating lenders, or call 1-800-NJ-HOUSE.
