Municipalities covered here are Guaymas, Hermosillo and Puerto Peñasco. Guaymas applies a flat rate to the highest of an appraisal, the cadastral value and the price, which means MX$60,000 on a MX$3 million purchase. Puerto Peñasco taxes by bracket, so the whole base pays 3% above a set value, giving MX$90,000 at the same price. Hermosillo is not computed, because a correction to its 2026 revenue law, could not be reached in the state gazette, though its own index gained 8.9%. On the tax scale, Guaymas sits 13th lightest and Puerto Peñasco well below it. Its rank on mortgage lending, 5.6, is well above the median, while its rank on rented homes is below it.
