Who owns a property in Belgium? The cadastral extract

Finding the owner of a house or plot in Belgium: cadastral extract on MyMinfin (€5 to €47.50), neighbours, estates, title of ownership, CadGIS and the limits.

In short

In Belgium, the owner of a property is recorded in the property database of FPS Finance, which you access through a cadastral extract (extrait cadastral / kadastraal uittreksel) on MyMinfin: €5 for the owner details of one plot, €20 on a paper form. Since 1 October 2025, however, the request requires the owner’s national register number (or company number): you can no longer identify an unknown owner from an address alone. A private individual still has three routes: a neighbour problem (owners of the plots bordering yours, €10), an estate (property of a deceased person, €5) and the title of ownership (€20). The CadGIS cadastral map is free, but it shows plots, not names.

What a cadastral extract contains

The extract comes from the property database of FPS Finance (General Administration of Patrimonial Documentation). According to FPS Finance, it can contain:

  • the owner: surname and first name of all owners, their home address, and each owner’s rights in the property;
  • the property: address or location, cadastral division and plot number, year of construction, type, zone;
  • tax data, including the cadastral income.

FPS Finance states that it holds neither phone numbers nor e-mail addresses. Each extract comes with an explanatory note.

The rule of 1 October 2025

FPS Finance says it plainly: since 1 October 2025, the application has been changed to better ensure compliance with privacy legislation. For an extract on a plot you do not own, you must enter the owner’s national register number (individual) or company number (numéro BCE / KBO-nummer). If the plot selected does not belong to that person, the application rejects the request.

The number is not required in four cases, linked to the applicant’s function:

  • a judicial investigation;
  • debt recovery;
  • hunting rights;
  • an assignment from a public body.

For a company, the number can be looked up freely in the Crossroads Bank for Enterprises of FPS Economy.

The steps on MyMinfin

  1. Log in to MyMinfin.
  2. Open the section on your home and properties (Mon habitation et mes biens immobiliers), then the cadastral extract request (Demander un extrait cadastral).
  3. State whether the request concerns your own properties or someone else’s, and the reason. The products on offer depend on the reason chosen.
  4. Select the plot: from the owner’s list of properties, by address, by plot number or on the map.
  5. Pay by Bancontact. The extract appears among your orders on MyMinfin, usually within 48 hours.

Without access to MyMinfin, the same request can be made on a paper form, at a higher price.

Three common situations

A problem with a neighbour (damp, overhanging branches). Start from your own plot, choose the reason for a neighbour problem and the product listing the owners of the adjoining plots. The application selects the plots bordering yours automatically. What the Civil Code then allows is set out in easements and party walls.

An estate. State that the request concerns another person’s properties, enter the national register number of the deceased, choose the reason for settling an estate and the full list of a third party’s properties.

A property you want to buy. The cadastral extract is not a way to identify an unknown seller. Go through the listing, the estate agent or the notary: the seller must in any case hold a cadastral extract to sell. The notary then examines ownership and charges before the deed.

The title of ownership

The title of ownership proves who owns the property. The owner usually already has it (deed of purchase, gift or inheritance) and can ask the notary who drew up the deed for a copy. Otherwise, FPS Finance issues:

  • a title of ownership: the latest title on which the property’s current status rests;
  • a thirty-year title: the titles of the last 30 years.

Both state the identity of the current owner. You apply with a form, filed as a signed PDF on MyMinfin or sent by post to the competent office (FPS Finance office guide). FPS Finance then sends a transfer form for €20 (or €60 for the thirty-year title) and processes the request once paid. The FPS Finance page does not say whether a third party can obtain the title to a property that is not theirs: read the form before sending it.

The CadGIS cadastral map

CadGIS shows the plot map of the whole of Belgium free of charge: plot boundaries, buildings, numbers. You can search by address, by plot number or by zooming in, and print the map. It can also be downloaded as open data.

Two limits: the map has no legal value for fixing the boundaries of a plot (that is the job of a boundary survey by a surveyor), and FPS Finance does not present it as a source of names. Its main use is to find the right plot number before requesting an extract.

What you cannot do

  • Look up an owner from an address alone, without their national register number, outside the cases provided for (neighbour, estate, exceptions linked to the applicant’s function).
  • Ask without a reason: FPS Finance always requires a justification.
  • Use the extract for commercial, political or electoral purposes: this is not allowed under any circumstances, FPS Finance states.
  • Obtain a phone number or e-mail address: at most, the extract gives the home address.

Mortgages and other charges

The cadastral extract tells you who owns the property, not whether it is burdened by a mortgage or a seizure. That information belongs to the mortgage register, kept by the Legal Certainty offices (bureaux Sécurité juridique / kantoren Rechtszekerheid) of the General Administration of Patrimonial Documentation, the former mortgage offices. In a sale, the notary consults it. Payotte found no page on the FPS Finance website setting out the conditions and fee for a mortgage certificate requested by a private individual: ask the competent office or your notary.

Which professionals to consult

  • FPS Finance (02 572 57 57) for an extract, a title of ownership or an error in the property records.
  • A notary for a purchase, an estate or charges on a property.
  • A surveyor to fix a boundary: see the land surveyor guide.

Frequently asked questions

Can I find out who owns a house from its address?

Not directly. Since 1 October 2025, a cadastral extract on someone else’s property requires the owner’s national register or company number, except for neighbour problems, estates or exceptions linked to the applicant’s function.

How much does a cadastral extract cost?

On MyMinfin, €5 for the owner details of one plot, €10 with the adjoining plots. On paper, €20 and €40. Your own properties are free online.

How do I find the owner of the plot next to mine?

On MyMinfin, start from your own plot, choose the reason for a neighbour problem and the product listing the owners of the adjoining plots (€10).

Does the CadGIS map show the owner’s name?

No. CadGIS shows plots, buildings and their numbers. The owner’s name comes from the cadastral extract.

How quickly do I receive the extract?

Usually within 48 hours on MyMinfin. Some products, including owners within 100, 200 or 500 metres, are prepared by staff: allow 10 working days.

Does the extract give the owner’s phone number?

No. It gives the name, home address and rights in the property, without phone or e-mail.
