“Grounded”: houses geotagged as started, the ministry's “GeoTagged/Grounded” column. “Never started (PMAY-U)”: the ministry's “Not Started (PMAY-U)” column, houses sanctioned under the first scheme. “Yet to start (PMAY-U 2.0)”: houses sanctioned under the second scheme, which runs from 1 September 2024, not started yet. Totals here add up the state and union territory rows, which match the printed sub-totals (checked by Payotte); the ministry's grand total also counts houses of the earlier JnNURM mission.

How Payotte computed it

Every count is the one printed in the ministry's table; Payotte only divides. “% of sanctioned” is the table's own completion rate. “% of grounded” divides completed houses by houses geotagged as started, which removes houses that never began. The sums of the state rows were checked against the three sub-totals printed in the table (states, north-eastern states, union territories).

Questions

How many PMAY-U houses have been completed?

97,05,517 houses out of 1,25,30,618 sanctioned, adding up the state and union territory rows of the ministry's table as on 28 September 2026. The table's printed grand total is higher because, as its footnote says, it also counts houses of the earlier JnNURM mission.

Why is the completion rate low in some states?

Two reasons show in the table: houses sanctioned under PMAY-U 2.0 that have not started yet (9,01,262 in all, 7.2% of sanctions), and houses of the first PMAY-U that were never started (2,51,347). The column “completed ÷ grounded” leaves both out.

Which state has the most houses sanctioned?

Uttar Pradesh: 21,82,652 houses sanctioned, 17,31,873 completed (79.3%).
