Mahendragarh moved most: 22.7% on average, up to 100.7%; Gurugram, 17.5% on average. In the 7 districts that had only published proposed rates, 75.9% of 2,986 localities were unchanged. Residential rows only (निवासीय), one row per locality, segment and rate. “Unchanged”: less than 0.5% of change (some districts round the new rate up to the next hundred). “Proposed”: the district had only published its draft “Predictive Collector Rates for 2026”. * Part of the district only: see the notes below. Rates are per square yard for plots, per square foot for flats in some lists; the change in percent does not depend on the unit.

Each example was checked by eye in the 2026 list (page given in Payotte's data file) and, where the district published one, in the 2025-26 list.

Notes on each district

  • Ambala: Not computed: the 2026-27 page only links to a Google Drive folder and no 2025-26 list is published.
  • Bhiwani: Proposed rates (draft of 30 March 2026); no final 2026-27 list found. 6 tehsils.
  • Charkhi Dadri: Proposed rates (draft of 28 March 2026, open to objections). 3 tehsils.
  • Faridabad: Final rates, but only 2 of 8 tehsils (Faridabad, Badkhal): the other scans could not be read reliably.
  • Fatehabad: Not computed: fatehabad.gov.in returned “503 Service Temporarily Unavailable” on 19 October 2026.
  • Gurugram: All 9 tehsils and sub-tehsils, final 2026 rates.
  • Hansi: New district (its tehsils were under Hisar in 2025-26); proposed rates; low coverage (61 rows): indicative.
  • Hisar: Proposed rates (draft); about 30% of residential rows could not be classified and are left out. 5 tehsils.
  • Jhajjar: Final rates for 5 of 6 tehsils (Bahadurgarh is a draft with a committee column and is left out); the Jhajjar tehsil is 318 of the 379 localities. For a few colonies the 2025 rate printed in the 2026 list differs from the 2025-26 notice (e.g. Chhotu Ram colony 17,600 vs 18,500): the change is computed on the rate printed in the 2026 list.
  • Jind: Not computed: the official page only links to a Google Drive folder; no 2025-26 list on jind.gov.in.
  • Kaithal: Not computed: kaithal.gov.in publishes nothing after the 2024-25 rates.
  • Karnal: Not computed: the April 2026 lists are image scans with a hand-filled “updated by committee” column that cannot be read row by row.
  • Kurukshetra: Not computed: kurukshetra.gov.in publishes nothing newer than the 2022 rates.
  • Mahendragarh: Final rates, 6 tehsils; the only district where almost every residential rate rose (2 of 742 localities unchanged); scanned lists read by OCR, every row checked against the printed % column.
  • Nuh: Final rates; phone photos of the lists, residential rows kept only when unambiguous (about 8% of rows): indicative.
  • Palwal: Final rates; only the Palwal tehsil list is published for 2026 (Hodal, Hathin, Hassanpur, Bahin missing).
  • Panchkula: Proposed rates (“Updated Predictive”, open to objections): the committee rate where filled in, otherwise the predictive rate. Barwala not covered.
  • Panipat: Proposed rates (draft, March 2026). 4 tehsils; Madlauda not included (image-only scan).
  • Rewari: Proposed rates (draft of 28 March 2026). 8 tehsils, every row checked against the printed % column.
  • Rohtak: Final rates, 5 tehsils, but a sample: pale scans read by OCR, rows kept only when the printed % column confirms them (more than half the residential rows left out); 44 rows of the Rohtak tehsil were read by eye.
  • Sirsa: Not computed: sirsa.gov.in publishes nothing newer than the 2022-23 rates.
  • Sonipat: Not computed: no 2025-26 list on sonipat.gov.in, and the 2026-27 lists are skewed phone photos.
  • Yamunanagar: Not computed: no 2026-27 list is published (the 2025 lists are on yamunanagar.nic.in).

How Payotte computed it

The 2026 lists of the Haryana districts print, on the same row, the 2025 rate (“Old Collector Rates – Rate in (2025)”), the 2026 rate and the percent increase. Payotte read each residential row of these lists, by text extraction when the PDF has text and by optical character recognition when it is a scan, and kept a row only if the two rates agree with the printed percent, or are identical, or differ by an exact whole percent. Doubtful rows were left out rather than guessed, so a scanned district may be under-counted. Final and proposed lists are never mixed in the same figure.

Questions

Did collector rates go up in Gurugram for 2026-27?

For 669 residential localities read in the final lists of the 9 Gurugram tehsils and sub-tehsils, the median change is 1%, the average 17.5% and the maximum 75.5%; 280 localities are unchanged and none went down.

Are the 2026-27 rates final in every district?

No. On 19 October 2026, 7 districts (Rewari, Panipat, Bhiwani, Hisar, Charkhi Dadri, Panchkula, Hansi) only had “Predictive Collector Rates for 2026” online, a draft open to objections. Their figures are proposed increases, which the final list may change.

Which districts are missing?

Haryana has 23 districts. Not computed: Ambala, Fatehabad, Jind, Kaithal, Karnal, Kurukshetra, Sirsa, Sonipat, Yamunanagar, for the reasons given in the notes.
