Stamp duty concession for women buyers: states compared

Which states give women a lower stamp duty rate on the official sheets Payotte read: Puducherry, Uttarakhand, Rajasthan. Rates, conditions, unconfirmed points.

In short

There is no national stamp duty concession for women: it is a state or union territory matter. On the official sheets Payotte could read, three have a lower rate for a woman buyer: Puducherry (5% instead of 10%, for a woman permanently resident in the territory), Uttarakhand (3.75% instead of 5%, “upto 25 lakh”) and Rajasthan (5% instead of 6%, or 4% for a woman in the SC, ST or BPL categories). Maharashtra’s 1% reduction appears only in an editor’s note and is not confirmed at the source. For other states, read the state’s own sheet.

The three states compared

StateGeneral rateRate for a woman buyerRegistration feeWhere it is stated
Puducherry10%5%1.5%, unchangedTable of fees; FAQ (“50 % stamp duty concession”)
Uttarakhand5%3.75%, “upto 25 lakh there after 5 %“2%, maximum ₹25,000, unchangedMarch 2025 sheet
Rajasthan6%5%; 4% for a woman in the SC, ST or BPL categories1% plus ₹300, unchangedSheet applicable on 1 May 2024

In all three, the concession applies to stamp duty only; the registration fee column is the same for men and women.

Puducherry

The department’s table has separate rows: “Conveyance (Sale)” at 10% and “Conveyance (Sale Women Purchase)” at 5%, both on “the sale value of the property or the G.L.R. value whichever is higher”. The same pair of rows exists for a gift. The FAQ describes a “50 % stamp duty concession for women purchaser” for “women member(s) permanently residing in UT of Puducherry”. The woman shows her address at registration with a ration card, a passport extract, an electoral roll copy, an LPG connection paired with an electricity or water connection held for at least one year, or, for defence, paramilitary and police personnel, a home-town certificate. Details are in stamp duty in Puducherry.

Uttarakhand

The sheet reads “Immovable property In General 5%, but in Female Buyer 3.75% (upto 25 lakh there after 5 %)”. The department’s notification list shows a notification of 31 July 2017 titled “25% discount in stamp duty twice in lifetime on transfer of immovable property worth up to Rs 25 lakh to a female buyer”. The 3.75% rate is 25% below 5%. Two questions remain open, since the notification was not read: whether the reduced rate applies to a whole deed worth up to ₹25 lakh or only to the first ₹25 lakh, and the effect of the “twice in lifetime” limit. Details are in stamp duty in Uttarakhand.

Rajasthan

The sheet’s foot table reads, by category, General 6%, Female (other than SC/ST/BPL) 5%, Female (SC/ST/BPL) 4%, Disabled 4%, then “Remitted” for the last two values, with notifications 2020-135 and 2020-131 of 20 February 2020 and 2023-32, 2023-48 and 2023-47. The rebate is “given on submission of the certificate of identity”. The header at the top of the sheet lists more categories than the foot table has values, so the exact pairing for the disability and transgender categories is not certain. The sheet also keeps its surcharge announcement, whose application to a sale is not confirmed. Details are in stamp duty in Rajasthan.

What the saving is worth: calculations

These are calculations from the rates above, with the value equal to the price.

CaseManWomanSaving
Puducherry, base ₹50,00,000₹5,00,000₹2,50,000₹2,50,000
Rajasthan, ₹50,00,000, woman not SC/ST/BPL₹3,00,000₹2,50,000₹50,000
Rajasthan, ₹50,00,000, woman SC/ST/BPL₹3,00,000₹2,00,000₹1,00,000
Uttarakhand, ₹25,00,000₹1,25,000₹93,750₹31,250

The saving is largest where the base rate is highest. Check the figure for your own purchase in the stamp duty calculator; it applies the three women’s rates above and shows Uttarakhand’s 5% as an upper limit above ₹25 lakh.

Maharashtra: not confirmed

An editor’s note in the consolidated text of the Maharashtra Stamp Act says that an order of 31 March 2021 reduced the duty under Article 25(b) by one percentage point from 1 April 2021 on a conveyance or agreement to sell of a residential unit with a woman purchaser. The order itself was not read. Payotte does not apply the reduction and cannot say how it interacts with the Mumbai metro surcharge. See stamp duty in Maharashtra.

Other states

  • Kerala and Chandigarh: the sheets read show no distinction by gender for a sale.
  • Uttar Pradesh: a Hindi notification dated 29 July 2025 on the Inspector General of Registration’s site amends an order of 23 February 2006 on a women’s exemption by replacing “ten lakh” with “one crore”. The 2006 order was not read, so the benefit is not established and no figure is given.
  • Bihar: a draft Department of Land Resources study mentions a rebate for women, but it is not a primary source and no figure is quoted here.
  • Odisha: a women’s concession was not found on the official page, and none is applied.
  • Delhi, Karnataka, Tamil Nadu, Telangana, West Bengal, Gujarat, Haryana and others: not read. Check the state’s registration portal; see stamp duty and registration charges in India.

Points to check before relying on a concession

  • Residence. Puducherry requires permanent residence in the territory. Whether an NRI woman with a Puducherry address qualifies is for the Sub-Registrar.
  • Joint purchase. None of the sheets read says how a concession works when a woman buys with a man. Ask before drafting the deed.
  • Documents. Puducherry’s address proofs and Rajasthan’s certificate of identity must be ready at registration.
  • Dates. The sheets are dated March 2025 (Uttarakhand) and 1 May 2024 (Rajasthan); Puducherry’s is undated.

Which professional to consult

A property lawyer (advocate) enrolled with the State Bar Council can read the notification behind the concession and say whether a joint or NRI purchase qualifies. The Sub-Registrar confirms the proofs required.
